In a critical meeting held on Monday, Chief Secretary Anand Bardhan evaluated the performance and infrastructure status of district and sub-district hospitals across Uttarakhand. The review, conducted via video conferencing with district magistrates, highlighted some urgent concerns regarding the referral system in government hospitals.

Key Highlights from the Meeting

During the meeting at the secretariat, Chief Secretary Bardhan specifically pointed out the deficiencies within the existing referral system in government hospitals, which has been a longstanding issue in the healthcare sector. He urged all district magistrates to ensure that the available healthcare facilities in district and sub-district hospitals are fully utilized for patient treatment. “Only those serious patients who cannot be treated at these facilities should be referred to higher centers,” he stated emphatically.

Enhancement of Medical Facilities

The Chief Secretary emphasized the need for essential medical tests to be conducted within all district hospitals. He called for the appointment of microbiologists at each district hospital to facilitate critical examinations, including urine cultures, which are currently unavailable in many facilities. “Tests that cannot be performed in district hospitals should be referred to outsourcing agencies,” he directed, insisting on strengthening the capacity of these facilities.

Action on Ambulance Services

In addition to reviewing hospital facilities, Chief Secretary Bardhan instructed that outdated and faulty ambulances must be replaced immediately. He demanded a comprehensive analysis of all 108 ambulances operating in the state and insisted on initiating the replacement process for old and malfunctioning vehicles promptly.

Establishing Advanced Facilities in Hill Regions

Recognizing the unique challenges faced in Uttarakhand's hilly regions, Bardhan instructed the Health Secretary to ensure the establishment of IVF facilities and trauma centers in Kumaon and Garhwal soon. These measures aim to enhance healthcare accessibility for residents in remote areas.

Focus on Reporting and Transparency

During the video conferencing session, Secretary Dr. R. Rajesh Kumar provided detailed information about available facilities in district and sub-district hospitals. This transparency is essential for planning future improvements in the healthcare sector.

Conclusion

The review meeting led by Chief Secretary Anand Bardhan signals a proactive approach to addressing healthcare inadequacies in Uttarakhand. With a focus on enhancing services, improving the referral process, and bolstering facilities in challenging terrains, the state government aims to elevate the quality of healthcare for its citizens. Continuous monitoring and action on these directives could potentially lead to a more reliable healthcare system in Uttarakhand.
