Introduction: A Milestone Event for Water Security

In a significant move to combat the water crisis in Uttarakhand, a historic initiative was launched today at the Vidhan Sabha Bhavan in Bharaid Sain. Chief Minister Pushkar Singh Dhami and Assembly Speaker Ritu Khanduri Bhushan inaugurated the “Direct Injection Water Source Recharge Scheme” in collaboration with Swami Ram University, Jollygrant. This plan is expected to address the state’s pressing water shortage and mark a new chapter in groundwater recharge.

The Purpose of the Initiative

The initiative seeks to promote groundwater recharge, an essential element for sustainable water management. Chief Minister Dhami emphasized the government's commitment to leveraging technological innovations to mitigate the state's water crisis. He stated, “This is a significant effort in the field of water conservation.” The initiative is part of a broader movement towards sustainable development in an era plagued by climate change and water scarcity.

Groundwater Recharge Scheme Explained

Assembly Speaker Ritu Khanduri Bhushan highlighted that water conservation is not merely an environmental requirement; it is the lifeline of Uttarakhand's future. “Groundwater recharge will serve as the foundation for future water security,” she said, adding that this scheme is poised to become a landmark in sustainable water management and conservation. Under this scheme, treated rainwater will be injected into inactive hand pumps to elevate groundwater levels. This innovative technique has been developed by experts from Swami Ram Himalayan University.

Strategic Implementation of the Project

The execution of this project is backed by a Memorandum of Understanding (MoU) signed on July 8, 2025, between the International Parliamentary Studies, Research, and Training Institute and Swami Ram Himalayan University. In the first phase, 20 selected hand pumps in Gairsain and the Chowkhutia development blocks will be revived. This initiative is seen as a vital step towards establishing a long-term solution for water management in Uttarakhand.

Technical Insights and Demonstration

During the event, a technical presentation was conducted by the university's technical team, including Professor H.P. Uniyal, Nitesh Kaushik, and Abhishek Uniyal, among others. They explained how this technology filters and treats rainwater, directing it to groundwater reserves, thereby rejuvenating dry hand pumps. Furthermore, a documentary showcasing the technology's application and its outcome in neighboring villages was presented during the program.

The event was attended by High-profile government officials, including Forest Minister Subodh Uniyal and Agricultural Minister Ganesh Joshi, who reiterated their support for sustainable water resource management.
